Why doesn't this come with flush mount rod holders or at least some sort of rod storage?

It looks like there are two flat spots near the back edge of the seat. These look like perfect locations for flush mount. If I were to buy this kayak, that's exactly where I'd put them.
From what I can see in the image, you could have bolted down starboard pieces over recessed rod holders. That would have retained functionality of the flat space while giving anglers the option to just use the flush mount rod holders.
Is there any other reason than manufacturing cost (which would be ridiculous considering the price of these kayaks)?
